In fairness to both DeMeo and to counter some of the article that was posted
to OML by Joel Carlinsky, I feel that the following should be aired to
balance the facts. This is not intended to counter any concerns those or
I may have about the effects of DeMeo's cloudbusting OROP in Israel that
DeMeo speaks of in the part of his article I quoted in previous email to
OML.
It is intended to state some of the inaccuracies in Carlinsky's article
that I found while researching the article for Pore to use but in the end
decided to not publish. I also am going to state facts about Carlinsky's
cloudbusting operations as stated them in his own words. Many accusations
were made
that go beyond what is acceptable in good journalism and David Huisken
posted some of these in his post to OML on Thu, 15 Feb 1996 16:44:47 -0500.
I don't pretend that I consider what I write to be great journalism. I
make typos and spelling mistakes and my grammar is closer to a high school
student's than to a college professor. I try my best.<p>
Pore has been told by several individuals that Joel Carlinsky has a shady
past to be aware of and more. He was arrested and charged for possession
of stolen property from the Wilhelm Reich Museum in the fall of 1980. He
freely admitted to this and also to being a burglar. I will quote material
he has written which proves that his disregard for the environment is just
as severe or worse than what he accuses DeMeo of doing. Joel admitted to
writing what is quoted here. He admitted to it when I read it to him over
the phone. In 1990 Carlinsky wrote a signed letter bragging about the following
in his own words and we quote: <p>
<ul>
<li>1. "On April 3, 1974 I conducted an operation which triggered
an unprecedented rash of tornadoes across the midwest, destroying the town
of Zenia, Ohio and killing 330 people. I then sent Dr. Blasband an extortion
note demanding $50,000 ransom to not do it again. He wrote a letter to
N.O.A.A. warning them about my "criminal intent" and an article
in the Journal of Orgonomy which referred to me as "dangerously mad".
Unfortunately, events in my personal life made it impossible to carry out
the threat."
<li>2. "In the 1970's I attempted to wipe out Boston with a
downtown Oranur reaction. Unfortunately, a week of bad weather prevented
the accumulator from building up sufficient charge and Boston survived."
<li>3. "In Australia I caused a storm which devastated Queensland's
sugarcane harvest and sank several ships."
<p>
In addition Pore found an article by Carlinsky in "The New York Skeptic"
fall 1990 vol.3 no.2 . In this article he attacks the practices of the
American College of Orgonomy especially their funding but he ends the article
with "Medical quackery and fraudulent rain-making machines are only
a part of it." In this the cloudbuster seems a farce to Carlinsky
but he admits its ability to work above by his own use and by his complaints
against DeMeo's use of them in his article. Carlinsky told me this was
misprinted in the article. Carlinsky complains that there are not detailed
protocols of CB work but it must be noted that Carlinsky has never published
detailed protocol reports of any of his cloudbusting operations. At least
he didn't tell me of any and I could find none either but my personal search
of this was limited.
<p>
Now for some other inaccuracies that I found while researching this article
by Carlinsky. First, I was unable to find any of James DeMeo's written
work in which he claimed to have replicated Wilhelm Reich's cloudbusting
work in Arizona. However on page 6 of a 1995 announcement for DeMeo's
Greensprings Research and Educational Center in Ashland, Oregon he does
state the following: "Desert-Greening experiments have been undertaken
in Arizona (five expeditions in 1989) systematically replicating Dr. Reich's
original desert-greening observations as discussed nearly 40 years ago,
in
<i>Contact With Space </i>." The difference between what
Joel states and what DeMeo wrote is replicating cloudbusting verses replicating
desert-greening observations. Joel also claims that DeMeo refers to Wilhelm
Reich's trip to Tucson in 1954 as a "Rainmaking Expedition" but
Pore was unable to find any reference to this in DeMeo's writings . Joel
included Dr. Steven Nagy in Orop's in the northwest USA but Pore was unable
to find any reference to tie Mr. Nagy to this operation with the exception
that he reported on it in <i>The Journal of Orgonomy vol 26 # 2 ;
1992</i>. Carlinsky has no documentation on Nagy's involvement and
to state so is incorrect. Pore is skeptical about any proof for bird losses
or pneumonia due inclement weather at Point Reyes Bird Observatory and
Calinsky has not given the name of the biologist.
<p>
I have found much of James DeMeo's work in Orgonomy to have had positive
results in many areas. Even Joel Carlinsky stated to me that DeMeo's <i>
Orgone Accumulator Handbook"</i> is a worthy and well done publication.

Pore believes that any CB work that creates unnecessary rains or that cause
floods which affect people and environments adversely are inexcusable.
Dr. Wilhelm Reich demonstrated that it was not necessary to have rains
to bring growth to deserts or return self-regulation to the atmosphere.
Wilhelm Reich states this in his book <i>Contact With Space on pages
158, 161, and 212</i>
<p>
Regardless whether or not the cloudbuster works, the US government's public
law 92-205 the National Weather Modification Reporting Act of 1971 requires
that certain procedures and forms must be submitted before commencing with
operations. In fact the definition of weather modification activities by
agreement between the US and Canada means: "activities performed with
the intention of producing artificial changes in the composition, behavior,
or dynamics of the atmosphere". These laws and guidelines were being
updated in the 1980's and I do not have recent documentation of the new
laws if such were made but have any of these guidelines of US law been
carried out by present day cloudbusters? Wilhelm Reich informed government
agencies of his planned cloudbusting operations at a time in the 1950's
when it was not required by law.
<p>
Can one substantiate the methods of present day CB operations by those
who use cloudbusters?. Write ups of operations are lacking detailed protocols
such as how long was the CB aimed in certain directions, what patterns
of movements were used, and what type of changes were realized
during each part of the operation while it was ongoing. How did the color
of the sky change during the operation and were there subtle changes in
the wind during the CB operation. Lacking these and many other observations
and data make the analysis, study, and replication of present day work
impossible for others to carry out. Wilhelm Reich and Bill Moise in the
early beginnings of CB work, also had an over abundance of rain as noted
in "CORE vol. 6 no. 1-4 ;July 1954 pages 71-75. However, by the fall
of 1954 while in Arizona , they learned to make gentle changes in the atmosphere
during their CB work. DeMeo on the other hand has been conducting CB work
for over 15 years and caused heavy rains and inconvenienced many peoples
lives following the OROP ISRAEL operation in 1991. The majority of his
cloudbusting operations that have been published have not had such drastic
reactions as what took place in Israel.
<p>
The following is directed to all cloudbuster operators and not just DeMeo.
A real controversial question arises from secret and unpublished cloudbusting
operations by people around the world. Could some of the extremes in weather
including: droughts, temperatures, and rains from the west coast to the
east coast of U.S.A. during the past six years have been a result of the
over stimulation of the atmosphere by CB work from the west coast to the
east coast of the USA? Are European weather extremes effects of unknown
cloudbuster operators on that continent? How should cloudbusting operations
be regulated. Who decides who should be qualified and by what standards
should they be qualified. Who should be considered an authority in the
field. How many cloudbuster operators are there in the world and what effect
are they having on the world weather? No one can really know. Only more
rigorous attention to data and detailed instrumentation during and after
CB operations may be able to help answer these questions. Weather prediction
is still an unpredictable science especially in long range forecasting.
Extremes in weather have taken place long before the 1990's as was noted
in the 1816 when New England had snow in June, cold in July, drought all
summer, and freezes in September. Extremes have happened in the every century
and even in the mid 1970's before DeMeo ever used a cloudbuster. In fact
Portland, Maine had its all time record high temperature of 103 degrees
on August 2, 1975. The next morning the temperature was in the 90's but
by 8 am the temperature dropped into the 60's in a few hours without any
storms but rather just fog. Are the extremes today natural or man made?
Should we try to change the weather patterns? What long term effects will
these changes have on the climates of the world. Our government carried
out many weather control operations secretly when they ran "Project
StormFury in the 1960s and 1970s. Over the past years many extremes have
happened but is it just our perception or is it normal for these events
to happen. Is this partly due to the reaction of an armored atmosphere
being penetrated too quickly by CB work? Are the extreme reactions of the
atmosphere to man's pollution? How long can a self-regulated atmosphere
be thrown out of kilter before it may return to more gentle self-regulation?
These are disturbing questions that should be answered before more CB work
is done in some of the fashion it has. Protocols need to be released for
study without the excuse that they are not published to prevent others
from experimenting with cloudbusting. Wilhelm Reich did not withhold this
information and nor should those who operate today. The public and future
scientists have the right to know in order to correctly analyze, study
and replicate this work. Pore makes this statement to all those who have
done or are presently doing cloudbusting work. Pore has devoted a web-page
for CB operators to share there past protocols and future plans for operations
so they do not interfere or compound any affects that may be unknown and
catastrophic to an area unintended to be affected. As Bill Moise (co-worker
of Wilhelm Reich's CB work) said you must be very careful with CB work
because it is a triggering operation. What you trigger here for weather
changes may actually trigger another affect over a 1000 miles away. Even
in classical science this idea has been considered in Chaos theories. Where
in the atmosphere does a cloudbuster really work if it does? Does it work
in the lower troposphere or does it affect up to the thermosphere. Bill
Moise felt it affected northern lights which would mean its effect can
be observed in the thermosphere. Much more research needs to be done. Pore
believes more experiments should be done with careful compilation of data
at all levels of
the atmosphere in a gentle manner first before concentrating on just making
rain. Please operate in peace to all inhabitants of this earth including
the animal and plant kingdoms.<p>
