:The moment she was born in April 1987, "Tara M." began bouncing 
:from one foster family to another.  By the age of 6, she had lived in 
:at least eight homes- and was sexually and physically abused in 
:some of them.
:
:In 1994, in a long-running lawsuit filed against it by the American 
:Civil Liberties Union, the city's Department of Human Services 
:signed a consent decree promising to provide better care for 17 child 
:plaintiffs, including Tara.  DHS said it would find adoptive parents 
:who had been trained to deal with such a troubled little girl.

:Two years later, her lot has not improved.
:
:Last week, Tara, now 8, was scalded and sexually assaulted by her 
:latest set of foster parents, according to police.  She remains at St. 
:Christopher's Hospital for Children in fair condition with burns 
:over 50 percent of her body.  When admitted Wednesday, she also 
:had two healing black eyes and puncture wounds on her back.

:Since filing suit in 1990 in U.S. District Court, the ACLU has 
:"shone a spotlight on a handful of children," Stephan Presser, legal 
:director of the state ACLU, said yesterday.  "[DHS] should have 
:insured the safekeeping of at least these children."

:Tara's injuries, he said, "just raises the concern again for the 
:thousands of children for whom there has been no litigation."

:According to the police, the foster parents- Elman Gradiz, 36, and 
:his wife Anna, 42, of Rhawnhurst- found the child fondling herself 
:on the evening of Monday, Feb. 26. To punish Tara, they stripped 
:her, forced her into the bathtub, and poured buckets of scalding 
:water on her.  To dissuade her from touching herself again, Anna 
:Gradiz allegedly concocted a mixture of red pepper and Vick's 
:Vapo-rub and smeared it in the child's genitals.

:The couple drove last Tuesday to the Jersey Shore and stopped at a 
:hospital, where the girl complained of pain.  The emergency room 
:staff became suspicious and notified the Atlantic County 
:Prosecutor's Office.
:
:On Wednesday, the girl was transferred to St. Christopher's.  
:Philadelphia police arrested the couple that day and charged them 
:with numerous offenses including aggravated indecent assault and 
:involuntary deviate sexual intercourse.

:According to police, the couple said they punished her because of 
:their religious beliefs.
